Gerald S.A. Perez was the visionary behind the creation of the Asia Pacific Association for Fiduciary Studies (APAFS). During his tenure as Chairman of the Board of Trustees for the Government of Guam Employees Retirement Fund (Fund), Mr. Perez recognized the critical need for fiduciary training tailored to the unique requirements of fund managers across the Asia-Pacific region.
He also identified a pressing issue: fiduciaries were spending significant financial resources on travel and expenses to attend educational conferences on the U.S. mainland. This inefficiency highlighted the need for a regional platform that could provide high-quality fiduciary education without the excessive costs.
Determined to address this gap, Mr. Perez—alongside Mr. Mark Heath, CFA®, AIF® (then Chairman of the Fund’s Investment Committee) and Daniel Roland, CIMA®, AIF® (the Fund’s investment consultant)—led the establishment of APAFS in 2000 as a Guam-based 501(c)(3) non-profit organization.
With its formation, APAFS launched the Pacific Region Investment Conference, laying the foundation for an accessible, regionally focused fiduciary education platform that continues to serve public and private funds throughout the Asia-Pacific.
Mr. Perez’s leadership and foresight have left a lasting impact, shaping APAFS into the premier fiduciary education resource it is today.
